Description of problem:

Imagestream policy lookup doesn't work for apps/v1 RS and DS.

Seen when switching the e2e to use apps/v1 instead of deprecated extensions/v1beta1 in https://prow.svc.ci.openshift.org/view/gcs/origin-ci-test/pr-logs/pull/24089/pull-ci-openshift-origin-master-e2e-aws-image-registry/1049#1:build-log.txt%3A151

[Feature:ImageLookup][registry][Conformance] Image policy should update standard Kube object image fields when local names are on [Suite:openshift/conformance/parallel/minimal] passed in
