The ``rdisc6`` is needed to detirmine the address mode for IPv6 in diskimage-builder's dhcp-all-interfaces element. rdisc6 sends a router solicit icmp6 message, and prints the details, see: https://review.opendev.org/692110

pulled and built ndisc6-1.0.3-9 from fedora as ndisc6-1.0.3-1 had build errors in brew.  Relevant changes included dropping BuildRoot and adding 2 BuildRequires, plus a patch from 3 years ago for dnssort
