Description of problem:
The "Network Type" dropdown in the network attachment definition creation form is empty if neither the HyperConverged Cluster or SR-IOV operators are installed. As the field is required, it is impossible to complete the form in this case.


How reproducible:
100%


Steps to Reproduce:
1. Navigate to "Network Attachment Definitions" in the side nav
2. Click the "Create Network Attachment Definition" button
3. Click on the "Network Type" dropdown

Actual results:
Nothing appears in the dropdown


Expected results:
Either the YAML editor is loaded instead of the form or an error message is displayed explaining that the form is unavailable and what can be done to enable it.

The network attachment definitions UI will only be displayed when CNV is installed, which will ensure that HCO support is available. Closing as WONTFIX.
