Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
The repositories metadata cache is useless in microdnf now. Microdnf always downloads metadata.  Again and again during each actions. It is annoying. It takes time and wastly downloaded data. There is "metadata_expire" option in repository and global configuration file but microdnf ignores it.

The problem is more annoying with new subcommand "repoquery" (requested in  BZ 1769245). Everytime when repoquery will be used for search in available data the metadata will be again downloaded.

Version-Release number of selected component (if applicable):
Probably all versions of microdnf.

How reproducible:
Every time we use install, update, remove subcommand. Example:
# microdnf install iftop

# microdnf install iftop

Actual results:
Metadata are always downloaded.

Expected results:
Similar to DNF. Respect "metadata_expire" configuration option. And program argument "--refresh" to force invalidation of metadata cache.
