Could you please build ncl for EPEL8?

Adding dependency from https://bugzilla.redhat.com/show_bug.cgi?id=1741567 since it needs gdal

I don't know if this information is useful but I tested the 6.6.2-7 srpm package from f32 repos and it builds on epel8 without modifications.
