Updated psutil to 5.7.2 in Victoria https://review.rdoproject.org/r/#/c/28787/. For stable releases shipped version is <= 5.6.3 which is same as upper-constraints https://github.com/openstack/requirements/blob/stable/train/upper-constraints.txt#L317. Since issue is moderate and to bump past upper-constraints skipping update for stable releases.
