cluster-upgrade tooltips

Description of problem:
Tooltips are always paired nearby the element with which they are associated with, but for both ovirt-engine-ui-extensions dialogs then the position of the tooltips text window is dis-aligned.

For Cluster upgrade dialog - once clicking on the "i" icon then the tooltip text is displayed on the upper part of the window.
For VM migrate dialog - The tooltip text next to the "Migrate VMs in Affinity" is always displayed nearby the "Destination Host" field.

Steps:
1) Check tooltips positioning for migrate VM dialog.
2) Check tooltips positioning for cluster upgrade dialog.

Results:
Tooltips are shown correctly next to their icons.

This bugzilla is included in oVirt 4.4.2 release, published on September 17th 2020.

Since the problem described in this bug report should be resolved in oVirt 4.4.2 release, it has been closed with a resolution of CURRENT RELEASE.
