Description of problem:

- This is a piggy-back RFE stemmed from BZ-1639468.
- In the newest version of yum-utils available in RHEL8 (yum-utils-4.0.8-3.el8.noarch). The needs-restarting command no longer includes option to list affected systemd services. This option is listed as "-s" or "--services".
- This feature existed in older versions available in RHEl7.

1. Install yum-utils in RHEL8
2. Check man pages to see "-s" option missing
3. Attempt to run command with "-s" and it will fail with usage information

We have decided to move this to 8.4 because our current implementation (which was also used by yum-utils) depends on the system running cgroup v1 and since we also want to support systems with cgroup v2 we have to rework the code significantly. This will need more time.
Since the problem described in this bug report should be
resolved in a recent advisory, it has been closed with a
resolution of ERRATA.
