In EPEL7 the menulibre package exists as menulibre-2.2.1-1.el7.noarch.rpm. But with CentOS 8 the default alacarte menu editor was dropped from the CentOS base repository so there really is a need for a GUI menu editor for CentOS 8. So this is a reqest, rather than a bug report, for the menulibre menu editor to be added as a package to EPEL8.
