According to our records, this should be resolved by openstack-neutron-15.3.1-0.20201023174712.8eee65d.el7ost.  This build is available now.

Hi Lon . the last puddle the delivered to QE is core_puddle: 2021-01-20.1 and its not include openstack-neutron-15.3.1-0.20201023174712.8eee65d.el7ost
it has openstack-neutron-12.1.1-35.1.el7ost, which does not include the fix.
Please lets move this bz to modified till we get new puddle that include the rpm.
