Description of problem:
The Punjabi tables from scim-tables need to be ported to m17n-db.

jhelum needs updating:

| -> Jhelum (pa)
| "~" and "`" keys has same character ("`"), which need to update
| for their english word ("~" and "`")

Inscript, Jhelum, and Phonetic is available through m17n-db-punjabi package

Issue mention in Comment #1 (Jhelum (pa) having same character "`") have been Fixed

Tested :m17n-db-punjabi-1.3.3-1 (scim-1.4.4-9) on FC5test3 Rawhide updated
