Description of problem: msktutil is available in EPEL7, but not EPEL8. Can you please build it for EPEL8?

Hey folks, I have not worked on msktutil for several years, so I'm happy to give this package to someone who uses it. I've added orion and mooninite as admins and removed my ktdreyer account.
