Description of problem:

python-pbr is not in EPEL8 proper.  There was an earlier build:

https://koji.fedoraproject.org/koji/buildinfo?buildID=1319571

but no update was released.

However, that build contained a python2- package, which we should avoid for EPEL8.  Also, probably worth updating to 5.4.3.  Any objections?  Scratch build:

My bad, python3-pbr is in EPEL8, but my other comments still stand I think.
