Description of problem:

All cluster installations done in release-openshift-ocp-installer-e2e-gcp-ovn-kubernetes-4.3 jobs fail consistently with the following:

This seems to be unique for this specific CI job, I am not seeing this failure anywhere else. Even its "buddy" jobs in AWS and Azure are not failing here:

These are currently failing because of https://bugzilla.redhat.com/show_bug.cgi?id=1774352 but that is a different story.
