Description of problem:
THT 10.6.2-0.20191106151728.42ba2c6 contains a backport to wait for the nova-placement API in Step 4. This wait container has an incorrect location for the nova-placement configuration for OSP 15 (it is correct for OSP16).

OSP15 using THT 10.6.2-0.20191106151728.42ba2c6 due to an unrelated issue with Podman on RHEL 8.1

How reproducible:
Install THT 10.6.2-0.20191106151728.42ba2c6 in an OSP15 undercloud and attempt to deploy an overcloud.

Actual results:
Deployment fails at step 4 due to the nova-placement-wait-for-api container being unable to locate the nova-placement configuration.

Expected results:
The deployment should succeed.
