Description of problem: During DR setup-etcd-environment no longer properly handles ENV.

2019-11-22 02:12:18.439421 E | etcdmain: error verifying flags, multiple discovery or bootstrap flags are set. Choose one of "initial-cluster", "discovery" or "discovery-srv". See 'etcd --help'

This issue also covers the reverting of cluster-etcd related code from MCO for 4.3. The operator was not shipped so the code should not be delivered.

Verified with 4.3.0-0.nightly-2019-12-11-204310, there is not err appears.
