mke2fs is currently provided by e2fsprogs. There are two issues here: the e2fsprogs version of mke2fs is placed in /usr/sbin so most android flashing scripts (including `fastboot update`) cannot locate the binary. This might actually be a good thing because it appears that the mke2fs provided by e2fsprogs is not compatible with android flashing (it causes cryptic formatting errors) if it is symlinked to /usr/bin. android-tools should provide the correct mke2fs that is part of the Android SDK and which works properly to format android filesystems.
This message is a reminder that Fedora 31 is nearing its end of life. Fedora will stop maintaining and issuing updates for Fedora 31 on 2020-11-24.
