The reason this hadn't been updated yet was because multiple other packages were not compatible with the new major version. Itamar (itamarjp) performed this updated in rawhide, and subsequently broke multiple other packages. https://koji.fedoraproject.org/koji/buildinfo?buildID=1503319 - python3-msldap (bug 1832018) - mycli (bug 1832016) - ptpython3 (bug 1832017) - python3-aiocmd (bug 1835511) This bug is technically resolved, so I'm closing it. Itamar, please help fix those other bugs.
