Description of problem:
rabbitmq connection issues across cluster after a short network failures on one controller node. rabbitmqctl cluster_status shows no partitioning but the connection issues persists until rabbitmq is restarted.

How reproducible:
Intermittent

Actual results:
Services have rabbitmq issues.

Expected results:
Services should be able to communicate via rabbitmq when connectivity is restored.
