Description of problem:
Application dropdown showing up inconsistently on the Git Import form when there are no applications

Version-Release number of selected component (if applicable): 4.3


How reproducible:
inconsistent

Steps to Reproduce:
1. Create a namespace
2. Go to the Git Import form
3. Enter git Url and click outside
4. Keep refreshing the form (this issue could be seen after refreshing the form approximately 3-4 times)

Actual results: Application Dropdown without the title shows up


Expected results: The Application Dropdown shouldn't be shown if there are no applications
