Description of problem:
When in the Developer perspective, graphs that link to the Metrics page (PromQL query browser page) link to the Administrator perspective version of the Metrics page. They should keep you in the Developer perspective and preserve the currently namespace.

Changes are not included in any 4.4 nightly payload, will check on newer builds

1. User switch to Developer perspective
2. Advanced -> Project Details, choose one project such as openshift-console, in Utilization we show project metrics, click any metrics data, it will take you to the Advanced -> Metrics page in Developer perspective with the same current namespace selected
