Description of problem:
Beaker is using the smallest flavor by default. This can be error-prone in case that OpenStack has flavor with a really small disk. For example 4G/2G etc..

Create small flavor in OpenStack
Run Beaker

Steps to Reproduce:

Beaker will pickup the smallest one 

Expected results:
Beaker will pickup flavor which suits minimum requirements
