Description of problem:
Authentication operator needs to be disabled for externally-hosted control plane deployments.

4.3

How reproducible:
Always

Currently the authentication operator will deploy in the case where we are excluding control plane components in a hosted control plane environment. 

For current needs, it should be disabled via annotations.

Create an RFE, no externally-hosted control plane deployments are currently supported.
