Those are configuration issues not caused by a missing puppet module. Actually this BZ should be verified as the module is available in overcloud image.
I am moving this BZ back to Assign since it's a blocker bug related to rsyslog. Although the original issue describe in the bug is fixed,we have found another issue (in THT) that prevents from rsyslog to work. Issue described in Comment 10.
And again, puppet-rsyslog is in the overcloud image. Moving to correct state.
