puppet-collectd uses RegexProcess instead of ProcessRegex

This is a backport request/bugfix
The upstream change is https://github.com/voxpupuli/puppet-collectd/pull/896

puppet-collectd-10.1.0-3.el7ost.noarch fixed. Procevent plugin can be loaded and uses  ProcessRegex
