Description of problem:
The "Edit" button on the right of the plan is active while the plan is running, and it is possible to edit the plan in the middle of a migration execution.
If the plan is closed we can edit it too, and it should not be possible.

Version-Release number of selected component (if applicable):
release 1.0.1 version in rh-osbs repositories

How reproducible:
Always

Steps to Reproduce:
1. Create a migration plan
2. Execute it
3. While it is running, click on the "Edit" button on the right of the plan.

Actual results:
We can edit the plan while it is running
