This issue was fixed upstream prior to the release of proftpd 1.3.6 and hence does not affect proftpd 1.3.6b in epel-8 playground.

Nor does it affect proftpd 1.3.3g in epel-6, which has a older version of the TLS code not affected by this bug, which was introduced when support for OpenSSL 1.1 APIs was backported from upstream's master branch to the 1.3.5 branch. Version 1.3.3 had already reached EOL from upstream's point of view by that point so the bug never reached that branch.
