I can confirm on latest Fedora 31 workstation.
Yes, I was waiting for new dependencies to be reviewed to update to 0.10.0, and while that might work as a workaround, I don't have proper Internet access to be able to implement either. So unfortunately, this won't be fixed for a few weeks.
So, I tried this out, but unfortunately, tinygo also requires the clang-8 executable which isn't available any more. Additionally, 0.8.0 does not support Go 1.13. I tried backporting the PR that should fix it, but it just crashes in the smoke tests, so I'll have to see if I can figure out if there's something else to backport. The best bet is to update to the latest version, but I'm stuck waiting for the reviewer in bug 1763147.
