Description of problem:

VM can not provisioning using Static private IP enable

@Satellite 6.7.0 snap 4.0

How reproducible:

Always

Steps to Reproduce:
1. Create a VM using 'Hosts => Create Host' and fill up all required details
2. in 'Interface' tab => Select 'Azure Subnet' and check mark on 'Static Private IP'
3. Submit the create host request

Actual results:

 Host create fails with error:

Steps/Observation:

 - Able to spin a VM using static IP on UI and CLI as well.
