Description of problem:
According to more restrictive libdb licence policy exists effort to remove libdb's dependencies.
Squid package is now built with libdb requirement and Berkeley DB is necessary to use helpers. From version 5.0(now in development cycle) squid supports TrivialDB (libtdb).

Upstream message:
We are aware of this issue with libdb. The upcoming Squid-5 version adds
support for TrivialDB (libtdb) intended for use in this situation. For
older Squid versions there is the less desirable option to build without
the helpers that require libdb.

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.

Trivialdb support is now available and recommended for use in squid 5. 

Waiting for squid 5 to became stable release now.

Squid v5 is not stable, but it was pushed rawhide. Squid is no longer requiring libdb.
