The OpenVPN Inc assessment of this issue; not really tied to the OpenVPN software itself but is related to the host configuration itself.

If later findings turns out that OpenVPN will do adjustments, similar to what is being discussed in Wireguard or other approaches, this ticket will be reopened and handled.  But what Wireguard does is essentially just to add some iptables rules.  But it is not any evidence present currently which indicates OpenVPN itself has a flaw.
