Description of problem:
During install of FC5T2 I selected as German as default locate and Europe/Berlin as my timezone. When firstboot came up it showed the correct time zone and time (e.g. 21:15).
After firstboot had finished and the system went up completely I got Eastern Time New_York in GDM (e.g. 15:15).

Also there are Europe (with only two entries) and Europa in system-config-time.

Steps to Reproduce:
1. install FC5T2 in German and select Europe/Berlin as timezone
2. look at the time in firstboot and in GDM after firstboot has finished
3. look at all the available time zones in system-config-time
