Description of problem:
The RGW S3 notifications feature defines an extensible provider interface for notification backends--currently amqp (.9 and 1, iirc) and a generic HTTP backend are supported.  This RFE adds support for notifying to a kafka topic, and supporting configuration.

the base kafka work is waiting to be backmerged to "nautilus" via this PR: https://github.com/ceph/ceph/pull/32118
the kafka security work is waiting to backmerged to "master" via this PR: https://github.com/ceph/ceph/pull/31834
once the security PR is merged to "master", I will backport it to "nautilus" as well
