Description of problem:

Two upstream commits reference ndisc6, which both break OSP15 image builds, as OSP15 does not ship these:

These cause image builds to fail.

I don't recommend posting "fixes" to upstream as it would diverge master branch. It seems like simply reverting downstream for OSP15 should get us what we need.
