+++ This bug was initially created as a clone of Bug #1782676 +++

ose-metering-helm Makefile includes hardcoded GOARCH=amd64, which results in exec format errors in the created binaries on other arches.  As a prerequisite to multi-arch enablement of Metering (and possibly other components which use helm), this needs to be fixed.
