There is some issue when rendering in gedit with mixed English and Chinese characters.

Provide one compat sub package to work around this issue.

Looking at 64-google-noto-cjk-compat.conf and a few comments for it.
First, 64 was reserved for LGC fonts. we should adjust the number in 65-n- for default fonts and moved to 66 or later for non-default.
Second, the contents in this file is too generic. this affects everything for CJK. no relevant to google-noto-cjk-fonts at all. I don't see any reasons to have it as a sub-package of google-noto-cjk-fonts nor having a Requires line with it.

So if we need to change something, we just need to modify a few packages to apply something.
We should avoid using lower numbers for the reason of easy-to-do anyway. otherwise it will be messed up at the end.

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.
