I did some tests these days. 1. After installing "RHVH-4.4-20191201.7-RHVH-x86_64-dvd1.iso", run the "reboot" command multiple times. test result: The "reboot" command executes correctly and the system will not hang. 2. Upgrade RHVH to "redhat-virtualization-host-image-update-4.4.0-20191204.2.el8_1.noarch.rpm" #yum update #reboot test result: The system hangs, the message is as follows: ... ... "[ OK ] Started Update is Completed." "[ OK ] Started Crash recovery kernel arming." 3. Restart the test server via the test server's menu "Power -> restart the server" and then enter the new/old layers to check the "reboot" command #reboot test result: The "reboot" command executes correctly and the system will not hang. 4. Install "RHVH-4.4-20191201.7-RHVH-x86_64-dvd1.iso", then upgrade to "redhat-virtualization-host-image-update-4.4.0-20191204.2.el8_1.noarch.rpm" and run the "reboot" command with some options #yum update #reboot -n #reboot -f test result: The system still hangs as follows: ... ... "[ OK ] Started Update is Completed." "[ OK ] Started Crash recovery kernel arming." So this bug looks like caused by upgrade.
