We dropped dependency on rhvm-doc at rpm level but running engine-setup still shows:

[ INFO  ] Checking for product updates...
[ ERROR ] Yum Cannot queue package rhvm-doc: Package rhvm-doc cannot be found
[ INFO  ] Yum Performing yum transaction rollback
[ ERROR ] Failed to execute stage 'Environment customization': Package rhvm-doc cannot be found

Where do we see this one exactly? During engine-setup after updating the engine components?
Can you confirm that verification should be running engine-setup, while updating engine components and then not getting error message as described in the description?

During engine-setup when it checks for product updates.

I can confirm you need to run engine-setup in order to see it. This happened to me on a new install as well, not only on upgrades.

I didn't found the reported dependency rhvm-doc on latest components:
