+++ This bug was initially created as a clone of Bug #1784624 +++

When installing baremetal IPI, a user should be able to provide override URL's to download the machine OS images for the bootstrap and control plane to local URL's, instead of downloading them from the internet. This is required to complete a disconnected installation of OpenShift on baremetal.

Moving to 4.3.z. This feature should not effect 4.3 GA.
