Could you build python3-markdown v3.0.1 or later for Fedora 30? Or was there a reason it was left at v2.6.11?

I'm working on a new package, and since Fedora 30 will still be supported for several more months, I'd like to be able to build it for F30 too. But this new package will require python3-markdown v3.0.1 or higher.

Unfortunately, 3.X is not backwards compatible with 2.6, see https://python-markdown.github.io/change_log/release-3.0/ (and this affects some packages, e.g. python-gfm), therefore the version in F30 was not updated.
