Description of problem:
Failed to change status of host to maintenance due to a failure to stop the spm

It is not possible to move a SPM host maintenance and not possible to set select another host as SPM as well.
Failed to change status of 'host' to maintenance due to a failure to stop the spm
Failed to force select 'host' as the SPM due to a failure to stop the current SPM.

How reproducible:
Seems to be 100%
Seen on several envs

Steps to Reproduce:
1. Try to set a SPM host in maintenance mode
2. Try to select another host in the cluster as SPM
3.

Actual results:
failed with error

Expected results:
should work

Verified on rhv-4.4.0-20, ovirt-engine 4.4.0-0.20.master.el7.

1. Try to set a SPM host in maintenance mode => works.
2. Try to select another host in the cluster as SPM => works.

This bugzilla is included in oVirt 4.4.0 release, published on May 20th 2020.

Since the problem described in this bug report should be
resolved in oVirt 4.4.0 release, it has been closed with a resolution of CURRENT RELEASE.
