Description of problem:

Create a new container image for a new rh-perl530 SCL. The container should be called ubi7/perl-530 and will be also available under rhscl/perl-530-rhel7 name in the catalog.

The images should work pretty similar to the rhscl/perl-526-rhel7 or ubi7/perl-526 container images
