Commit 779a203af50f005902fbed8dd9171aacdba7e064 dropped Provides: docker.

This is a regression against bug 1650355

Version-Release number of selected component (if applicable): podman-1.6.4-1.module+el8.1.1+5259+bcdd613a.x86_64.rpm   


How reproducible: 100%


Steps to Reproduce:
1. dnf install docker

Actual results: Nothing matching docker.

Expected results: podman-docker installed.

I don't believe we ever had a Provides: docker, but maybe we did.

I am hesitant to do this until we have support for /var/run/docker.socket

When we have podman-docker actually able to listen on the /var/run/docker.sock, then we can add provides: docker.

Jindrich now that we can support the docker socket in RHEL8.3 I think we can add 
Provides docker
to podman-docker in RHEL8.3 packaging.
