Description of problem:
When there are two CD-ROMS in the page, the "Add CD-ROM" is grayed out, no more CD-ROM can be added. There is a hint message "?", but it cannot be opened.

How reproducible:
100%

Steps to Reproduce:
1. Create a VM
2. Go to VM -> Overview
3. Edit CD-ROMs
4. Add two CD-ROMs

The fact you can only add 2 cdroms max is by design. But the fact the hint message does not show up is certainly a bug which needs to be fixed.

@Guohua on the other hand, when I hover over the "?" icon I get the message "You have reached the maximum amount of CD-ROM drives". Is this not working for you?

I can see the message as well today, don't know why it's not showing the other day.

Close the bug as 2 CD-ROMs max is the design.

Ah, I found why I said "it cannot be opened". 
On VM wizard page, you need to click the "?" to display the message.
On the CD-ROMs editing page, click doesn't work. Hover over the icon works.

@Tomas, Do we need to make them behavioring the same or let it be?
