Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Description of problem:
The foreman-maintain/satellite-maintain keeps the whitelist of packages which can be installed/updated without unlocking the package state. The fio is one of the packages which is there in whitelist. As per this its expected that fio installation should work when packages are in locked state.

Steps to Reproduce:
1. Keep packages in locked state,
# foreman-maintain packages lock
2. Try to install fio package and it fails with dependencies,
# yum install fio
--> Finished Dependency Resolution

Requires: libboost_thread-mt.so.1.53.0()(64bit)
Error: Package: 1:librbd1-10.2.5-4.el7.x86_64 (rhel-7-server-rpms)
Requires: libboost_thread-mt.so.1.53.0()(64bit)
You could try using --skip-broken to work around the problem
Actual results:
Installation fails with dependencies.
Expected results:
Installation should work.
