Description of problem:
Version 0.3.1 of cinder-tempest-plugin contains important fixes which allow the test to be executed when only Volume APIv3 is enabled:

Without the fix, the tests are useless, and so the package which contains them.

The tests from cinder_tempest_plugin are now executed correctly and not skipped anymore.

Tested with:
python3-cinder-tests-tempest-0.3.1-0.20191226120013.6f0b4fc.el8ost.noarch
