The service ca operator currently manages each of its 3 controllers as separate deployments. A deployment + related resources means there are 8 kubernetes resources for each controller. Since the majority of the configuration in these resources is shared, any changes must be made in multiple places, and adding a new controller (as is intended to support ca bundle injection for webhooks and crds) is an exercise in copy-paste that makes reviewing difficult.

https://github.com/openshift/service-ca-operator/pull/89 has merged to master.

I'm not sure QA is required here - the change is effectively a refactor with no change in user-facing behavior. I only posted this BZ to fulfill the process required to merge a corresponding change to 4.3 to support cleanly downgrading.
