However its consistently working okay on 4.3

according the comment 2. this can work well for 4.3. So it also should be also working well for 4.4.  if so we need to backport to 4.2. update the target to 4.2.z.please correct me if I'm wrong.

This problem can be reproduced in both latest v4.2 and v4.4.

The issue is any changes updating in CNO will take several minutes to take effect.
