Description of problem:
Multiple volume support was recently added in CloudForms for OpenStack provider.
But the OpenStack cinder "volume types" are not rescpecting the assigned filters and thus their visibilty cannot be controlled usings tags

How reproducible:
Always

Steps to Reproduce:
1. Create a new group, under Assigned filters section assign it any tag (tick box and click Save)
2. create an user under this group
3. Go to Storage > Block Storage > Volume types , select any one volume and tag it with the same tag
4. login as the newly created user
5. Go to Storage > Block Storage > Volume types 

Actual results:
all of the volume types are visible to this user

Expected results:
One one tagged volume type should be visible to the user

Additional info:
The volume types are not respecting the filters under the "Nodes & Deployment Roles" tab. This tab is found while creating or editing a group
For example if "OpenStack cinder Manager" is not ticked (while all the others are ticked), all of the cinder manager and it's object is hidden from the user except the Cloud Volume types
