Description of problem:

Issue obtained from the customer case https://access.redhat.com/support/cases/#/case/02406707.

When upgrading the Controller nodes from OSP12 to OSP13 one of the upgrade tasks failed during the stoppage of the auditd service:

It seems like auditd service can't be stopped via systemctl and it has to be done via "service auditd stop".

Steps to Reproduce:
1.Deploy OSP12 and make sure the auditd service is running on the controllers
2.Upgrade the Undercloud to OSP13
3.Upgrade the Overcloud nodes to OSP13.

Actual results:

The execution of "openstack overcloud upgrade --roles Controller" fails.
